About The Author: Dr. Jaytilak Guha Roy M.A. (Political Science), LL.B., Ph.D. was educated at the University of Calcutta. After serving his alma mater, St Xavier's College. Calcutta for four years, he joined the Indian Institute of Public Administration, New Delhi in 1985 and has been associated with its Criminal Justice Administration Division as a member of the faculty. Dr Guha Roy has contributed research papers, book reviews, articles and chapters in edited books, reputed journals and leading newspapers. He has participated in many national and international seminars and conferences. Dr Guha Roy undertook a number of research projects and case studies in different areas in public administration sponsored by the ministries of the Government of India.
